InvoiceNow is a system that sends electronic invoices directly between finance systems. All transactions are sent using the nationwide network based on Peppol. This enables quick and automated invoicing. Resulting in reduced processing time and eliminating manual work for businesses.

Peppol is a global network and a standard form of electronic data interchange (EDI). It enables enterprises to digitally transact with other connected companies on the network. Singapore became the first Peppol Authority outside of Europe. There are now over 60,000 Singaporean businesses connected to the Peppol Network.
IMDA is the Peppol Authority responsible for overseeing Peppol across Singapore . This includes areas like the definition of domestic rules and governance of the network. IMDA are responsible for ensuring conformance of standards, and approving InvoiceNow service providers.
Singapore GST-registered businesses will be required to use InvoiceNow-Ready Solutions to send invoice data directly to IRAS for tax administration.
- Soft Launch: Beginning 1st May 2025, non-mandatory participation for existing GST registered businesses and businesses applying for GST registration on or after 1st May 2025.
- Registration Required: From 1st November 2025, companies incorporated within six months of GST registration application must implement GST InvoiceNow.
- Voluntary GST Registration: From 1st April 2026, any business applying for voluntary GST registration must implement the GST InvoiceNow requirement.
- Future Plans: Plans to progressively extend mandatory participation to new compulsory GST registrants and remaining GST registered businesses.
GST InvoiceNow Ready solutions connect to IRAS through access point such as Valtatech Access Point. This connection enables the transmission of invoice data to IRAS via API.
IRAS receives a copy of the data in two scenarios.
- Whenever businesses issue or receive invoices via the InvoiceNow network
- Whenever businesses record other invoices into the InvoiceNow Ready solutions
- Yes. You would still need to transmit invoice data from point of sale (POS) systems to IRAS. This falls under the type 2 submission where the customer is not on the InvoiceNow network or transactions are made using point of sale systems or simplified tax invoices are issued.
- You would need an InvoiceNow Ready solution to transmit the data to IRAS. The solution extracted invoice is submitted to your access point (eg. Valtatech’s Peppol Access Point) which then transmits the solution extracted invoice to IRAS.
The types of invoice data to be transmitted consist of transactions reported in the GST return are
- Standard rated supplies
- Zero rated supplies
- Exempt supplies
- Standard rated purchases
- Zero rated purchases
Certain invoice data does not need to be transmitted to IRIS are
- Transactions not reported in the GST return, such as out of scope supplies and non reportable purchases.
- Non reportable purchases include purchases from non GST registered suppliers and disallowed input tax claims.
- Transactions that have no underlying supplies or purchases but are reported solely for GST purposes, such as deemed supplies.
- Value and timing of the invoice data to be submitted to IRAs are difficult to determine as seen in the supplies of financial services.
Businesses may opt to transmit invoiced data for all their transactions, including those that are not required if doing so eases their compliance burden. Such businesses should work with their IRSPs if applicable or APs to enable this.
If it may not be feasible for you to submit certain invoice data on a transactional basis, you can choose to aggregate these transactions on a regular basis before transmitting to IRAS.
- Supplies made by a port point of sale or POS systems
- Supplies where simplified tax invoices are issued even if they are not generated from POS systems
- Petty cash purchases
The four types of submissions of invoice data to IRAS are:
- Type 1A: Sale transaction made by the supplier within the InvoiceNow network where both the GST registered supplier and customer are connected to IRAS via the InvoiceNow network (PEPPOL submission method).
- Type 1B: Corresponding purchase transaction received by the customer within the InvoiceNow network (Solution extracted submission method).
- Type 2: Customer is not on the InvoiceNow network or transactions are made using point of sale systems or simplified tax invoices are issued (Solution Extracted invoice).
- Type 3: Purchase transaction made outside the InvoiceNow network (Solution Extracted invoice).
